2008-2009 Official Rule Book


1. Age limit is 13-18. No child turning 20 before Jan. 1 will be eligible to play for the league. Each Team is allowed up 3 19 year olds. The player is not allowed to turn 20 after Jan. 1 2009.
2. All teams make the playoffs regardless of their record.
3. No coaches allowed on the field unless called by head officIal.
4. Each game will start with a coin toss; one captain from each team will go to mid field with the refs.
5. Each team's offensive possession will start from the second cone. Every (4) cones will be a 1st Down*
6. Game time will consist of two 30 minute halves. The clock will be running time until inside the 2 minutes of each half. The clock will stop for incomplete passes, out of bounds and time outs under 2 minutes. Overtime will consist of one 10 minute period running time until inside 2 minutes. Each team will be awarded at least 1 offensive possession.
7. Each team will start each half with 3 timeouts. Overtime each team will be given 2 timeouts.
8. The Epstein Rule: Each team is permitted 2 challenges for the entire game. Challenges consist of all the officials on the field huddling, with the clock stopped, and discussing the play. If the play is overturned then the team will not lose its time out. If the play stands the team will lose a time out. If a team  does not have a timeout they cannot challenge the play.
9. Offense has a 30 second clock to run their play.
10. Offense will have 6 players. Defense is allowed 7. Offensive team will be given (4) downs to complete (4) cones for the 1st down.*
11. The Q.B. has to the count of 3 until he is rushed by the defense. The Q.B. is not allowed to cross the line of scrimmage until the count of 3 has finished. Cutting the middle will not release the Q.B.(if the ball is handed off the count will stop and the defense has the right to rush the ball carrier.
12. Play is stopped when the ball carrier steps out of bounds, knee or ball touches the ground, or is tagged by two hands and the whistle has blown.
13. Blitzes: Each team is allowed 1 blitz per possession. Once the blitzer crosses the line it frees up the entire defense to chase the Q.B. This will stop the count by the official which allows the Q. B to run before the count of 3 . There are no blitzes allowed on conversions.
14. No Fumbles
15. Receiver must have 2 feet in bounds for a completed pass. Receiver is allowed to be shoved out of bounds; receiver may not step out of bounds and be the first offensive player to touch the ball.
16. On 4th down the offense has a choice to continue to go for the 1st down, touch down or elect to throw the ball off to the other team. Once a team makes a decision it can not change it unless they take a time out.
17. Throw offs will be 6 on 6, 6 offensive players and 6 defensive players. Offensive players will not be allowed to cross the line of scrimmage until the ball is released from the throwers hand. Thrower has until the count of 3 to release the ball. If he holds the ball longer than 3 the play is dead and the ball is spotted at the line of scrimmage. When the ball is thrown off the spot will be determined by the tag, touch back or where it went out of bounds.
18. All touch backs  will be brought out to the the 4th cone.*
19. Points- 6 points  for a touchdown.
20. Conversions- (1)point 1st cone, (2) points 2nd cone. Defense has the chance to return the conversion for the point(s). Once the marker is set the team cannot change its decision unless they take a timeout.
21. Safety is (2) points.
22. Blocking is permitted. No blocking in the face or below the waist. Player can move with other player to block but must set himself to block, He is not allowed to come at a player with running force and shove the opposing player.
23. NO METAL CLEATS. If a player is caught with metal cleats at anytime during the game the team will lose 2 timeouts. If it is the 1st half and the team does not have the 2 timeouts they will lose the difference in timeouts in the 2nd half.
24. ALL PLAYERS AND COACHES ARE GOVERNED TO THE RULES OF THE LEAGUE AND NO REFUNDS WILL BE AWARDED TO ANY CHILD WHO HAS BEEN SUSPENDED OR CHOOSES TO QUIT FROM LEAGUE.

IN ORDER FOR PLAYERS TO PLAY IN THE PLAYOFFS THEY MUST PLAY HALF THE GAMES IN THEIR SCHDULE
ALL TEAMS MUST SUBMIT ROSTERS! ROSTERS MUST INCLUDE: NAME, D.O.B, COPY OF BIRTH CERTIFICATE AND PHOTO ID.
ANY TEAM THAT DOES NOT ORDER JERSEYS MUST HAVE MATCHING COLORS!!!
